Are Acellus Academy graduates considered 'out of state' students for all state colleges (besides Missouri) due to the diploma being provided by Acellus Academy, located in Kansas City, Missouri?

This usually has to do with the residence of the student. Students residing in a state would be considered in-state for the colleges/universities in that same state.
